ÇOCUK İHMAL VE İSTİSMARI: UYGULAMALAR VE TEORİK DEĞERLENDİRMELER
Özet
Bu eser, çocuk ihmal ve istismarı konusunu teorik değerlendirmeler ve uygulamalar çerçevesinde detaylı şekilde incelemektedir. Çocukluk dönemi, çocuk hakları ve uluslararası ile ulusal mevzuatlar doğrultusunda çocukların korunması temel alınmıştır. Çocuk istismarının fiziksel, duygusal, cinsel ve ekonomik boyutları; ihmalin ise fiziksel, duygusal, eğitimsel ve tıbbi türleri ele alınmıştır. İhmal ve istismarın aile içerisindeki sosyo-ekonomik zorluklar, aile içi şiddet, ebeveynlerin mental ve fiziksel sağlık durumları, toplumdaki kültürel yaklaşımlar ve bireysel çocuk faktörleriyle ilişkisi irdelenmiştir. Ayrıca, çocuk suçluluğu, suça sürüklenen çocukların rehabilitasyonu, çocuk destek merkezlerinin rolü ve adalet sisteminde çocuk mahkemelerinin önemi geniş olarak tartışılmıştır. Eserde çocuk koruma politikaları, sosyal hizmet, eğitim ve hukuki düzenlemeler ile çocukların yüksek yararına uygun müdahale mekanizmaları vurgulanmaktadır. Toplumun farkındalığının artırılması, aile eğitimleri, erken müdahale programları ve yasal yaptırımların etkin uygulanması gerektiği belirtilmiştir. Ayrıca, akran zorbalığının okul öncesi dönemden itibaren etkileri, türleri ve önlenmesinde aile, okul ve toplum işbirliğinin önemi üzerinde durulmuştur. Ülkemizde yapılan çalışmalar ve istatistikler ışığında çocuklarını koruma ve destek sistemlerinin çağdaşlaştırılması, çocuk hakları alanında önemli ilerlemeler sağlamak için temel gerekliliklerdendir.
This work provides a comprehensive theoretical and practical evaluation of child neglect and abuse. It emphasizes the protection of children within the framework of childhood development, children's rights, and both international and national legislation. It covers various forms of abuse including physical, emotional, sexual, and economic, along with types of neglect such as physical, emotional, educational, and medical neglect. The book investigates the correlation between neglect and abuse with family socio-economic difficulties, domestic violence, parental mental and physical health, cultural attitudes, and individual child factors. It also extensively discusses juvenile delinquency, rehabilitation of children involved in crimes, the role of child support centers, and the significance of juvenile courts within the justice system. The manuscript outlines child protection policies, social services, education, and legal regulations with a focus on interventions that prioritize the best interests of the child. It underscores the necessity of societal awareness, parental education, early intervention programs, and effective implementation of legal sanctions. Furthermore, the book addresses peer bullying from preschool age, exploring its types, effects, and the vital role of cooperation between family, school, and community in prevention. Insights from national research and statistics highlight the need to modernize child protection and support systems to foster significant progress in children's rights in Turkey.
