Meb Özel Eğitim Uygulama Okullarında Okul Yönetimine Ait Sorunlar ve Çözüm Önerileri
Özet
Bu çalışma, Türkiye Milli Eğitim Bakanlığı'na bağlı özel eğitim uygulama okullarında okul yönetiminin karşılaştığı sorunları ve çözüm önerilerini incelemektedir. Araştırma, yöneticilerle yarı yapılandırılmış görüşmeler yoluyla 2017-2018 eğitim öğretim döneminde gerçekleştirilmiştir. Sorunlar sekiz ana başlık altında toplanmıştır: personel, öğretim hizmetleri, öğrenci ve öğrenci hizmetleri, eğitim, yardımcı personel, veliler, eğitim bütçesi ve bürokrasi. Personel alanında uzmanlık eksikliği, öğretmen açığı ve öğretmenlerin okulu sahiplenmemesi önemli sorunlar olarak ortaya çıkarken, öğretim hizmetlerinde müfredatın öğretim özelliğine uygun olmaması, e-okul sisteminin yetersizliği ve fiziki altyapı eksiklikleri dikkat çekmiştir. Öğrencilerde çoklu engel durumu, rehberlik hizmetlerinin yetersizliği ve devamsızlık sorunları bulunmuştur. Yardımcı personelin özel eğitim bilgisi olmaması ve servis hizmetlerinde koordinasyon problemleri yaşanırken, velilerin eğitime ilgisizliği, okulu sahiplenmeme ve devletten aşırı beklenti gibi sorunlar mevcuttur. Eğitim bütçesi noktasında nakit sıkıntısı ve merkezi bütçenin yetersizliği sorun yaratmakta, bürokratik süreçler ise işlerin yavaş ilerlemesine neden olmaktadır. Araştırma sonunda, özel eğitim alanında uzmanlaşmış öğretmenlerin artırılması, müfredat ve eğitim materyallerinin özel eğitim öğrencilerine uygun hale getirilmesi, rehberlik hizmetlerinin güçlendirilmesi, yardımcı personelin eğitimi, veli bilinçlendirme programları, okul aile birliklerinin aktif hale getirilmesi ve bürokrasi süreçlerinin hızlandırılması önerilmektedir. Bu öneriler, özel eğitim alanındaki eğitsel ve yönetsel sorunların çözümü için yol gösterici niteliktedir.
This study investigates the problems related to school management in special education implementation schools affiliated with the Ministry of National Education in Turkey, along with proposed solutions. The research was conducted through semi-structured interviews with administrators during the 2017-2018 academic year. The identified problems are categorized under eight main headings: personnel, instructional services, students and student services, education, auxiliary staff, parents, education budget, and bureaucracy. Key issues in personnel include a lack of specialized training, teacher shortages, and lack of teacher commitment to the school. Instructional challenges involve curricula not tailored to special education needs, inadequacies in the e-school system, and physical infrastructure deficiencies. Students face multiple disabilities, insufficient counseling services, and absenteeism. Auxiliary staff often lack the necessary special education knowledge, and coordination problems exist in student transportation. Parents demonstrate low engagement, lack of ownership of the school, and high expectations from the state. Budget constraints include cash flow problems and delays in central funding. Bureaucratic processes cause slow progression of administrative tasks. Based on these findings, the study recommends increasing the number of trained special education teachers, adapting curricula and educational materials for special education, strengthening counseling services, training auxiliary staff, conducting parent awareness programs, activating school-parent associations, and streamlining bureaucracy. These recommendations aim to address the educational and managerial challenges in special education schools effectively.
